Press Release: Keo Seima Conservation Project Fruitfully Completed

Phnom Penh (August 13, 2021) – USAID mark ed the successful completion of the Keo Seima Conservation Project (KSCP) today with an online workshop that celebrated its achievements in forest conservation and community support. Speaking at the closing workshop, Laura Cizmo, Acting Office Director for Sustainable Economic Growth Office of USAID Cambodia, applauded the successful collaboration between USAID, Wildlife Conservation Society (WCS), communities in and around Keo Seima Wildlife Sanctuary (KSWS), Ministry of Environment (MoE), local authorities, NGOs and CSOs, and other development partners to make the project possible. “Through this project, USAID contributed to the avoidance of more than 1.6 million tons of greenhouse gas emissions,” Cizmo said. “That achievement has helped Cambodia meet its national greenhouse gas emission reduction goals.” His Excellency Sao Sopheap, Secretary of State for MoE, said: “The funding support from USAID has enabled KSCP to achieve the significant milestone of securing sustainable financing for KSWS from carbon credit sales. This will allow an expansion of activities and enable more visionary long-term planning. The sales of carbon credits have ensured the site is sustainably financed for the next 5 years - the first time a protected area in Cambodia is sustainably financed.” “Successful carbon credit sales have created significant financial resources for conservation at KSWS. This presents a unique opportunity to expand activities in KSWS, which include scaling up actions to address the direct and indirect drivers of deforestation, and to improve the livelihoods of local communities,” said H.E Sopheap who presided over the closing workshop. Ken Sereyrotha, Country Program Director for WCS Cambodia, said, “The KSCP directly supported a large number of important activities, and has played a vital role at a key moment to ensure the longer term sustainability of the wider KSWS program. We look forward to continuing to work closely with local communities, the Ministry of Environment, and other partners to provide benefits to the people, forests, and wildlife of Keo Seima Wildlife Sanctuary.” The KSCP was a 3-year project (August 2018-August 2021) implemented by WCS. The project aimed to improve biodiversity conservation and ecosystem health, sustainable and equitable economic opportunities, community livelihoods, and natural capital reinvestment, and to strengthen inclusive landscape governance in KSWS in the Eastern Plains, Cambodia.

Grab Offers Innovative Carbon Offset Option to Support Cambodian Forest Protection

Grab passengers are now offered the option to travel carbon neutral by purchasing carbon credits from the Keo Seima Wildlife Sanctuary REDD+ project in Mondulkiri Province. Phnom Penh (July 23, 2021) – Passengers using the Grab ride-hailing app are offered the option to travel carbon neutral. A voluntary contribution allows passengers’ rides to be offset via carbon credits from the Keo Seima Wildlife Sanctuary (KSWS) REDD+ project in Mondulkiri province. “We are thrilled to see Grab introduce this offsetting feature on its app in Cambodia,” stated H.E. Chuop Paris, Director General of General Directorate of Environmental Knowledge and Information of Ministry of Environment and Cambodia’s National REDD+ Focal Point. “Through this initiative we hope to not only raise Cambodians’ awareness of their carbon footprint but also the high-quality conservation projects occurring within Cambodia. The Cambodian people themselves can now actively support the country’s unique natural heritage by choosing to ride carbon neutral – we encourage everyone to do so!” When booking a ride, users are prompted to manage their carbon neutral settings. Turning on the setting enables a voluntary contribution of 100 riel per ride, which is then used to offset the carbon emissions of each trip. This new offsetting service forms a part of Grab’s broader initiative to reduce carbon emissions and its environmental footprint across Southeast Asia. The KSWS REDD+ project is a collaboration between the Royal Government of Cambodia’s Ministry of Environment and the Wildlife Conservation Society. The project protects one of the largest remaining forests in Cambodia, provides a habitat for Asia’s most threatened species, while at the same time supporting the sustainable development of local communities, most notably the indigenous Bunong who ancestrally inhabit the area. This forested area is currently at risk from numerous drivers of deforestation. By protecting it with funds raised from carbon credits the KSWS REDD+ project avoids additional greenhouse gas emissions from entering the atmosphere and contributing to climate change. “REDD+ is an international mechanism that rewards projects in developing countries for demonstrably reducing emissions from deforestation and degradation,” said Mr. Ken Sereyrotha, WCS Cambodia Country Director. He further noted, “the KSWS REDD+ project is certified under two of the most respected carbon standards – the Verified Carbon Standard and the Climate, Community and Biodiversity Standards –– providing buyers with the assurance that the credits they purchase are not only reducing greenhouse gas emissions, but also delivering positive biodiversity and local community benefits.” Further information on Grab’s commitment to reducing carbon emissions and its environmental footprint can be found here: https://www.grab.com/sg/press/others/grab-releases-first-esg-report-announces-initiatives-to-reduce-carbon-footprint/ Further information on the KSWS REDD+ project can be found here: https://cambodia.wcs.org/Saving-Wild-Places/Seima-Forest.aspx https://seimaredd.wcs.org/

Gaur and their threats

Gaur are the largest cattle species in the world and one of the largest living land mammals. Due to their impressive size, gaur have few natural predators; only tigers have been known to kill healthy adult animals. Gaur are found in forested areas across South and Southeast Asia, however their distribution has shrunk by over 80% in the last 100 years. The global population of gaur decreased by 90% in the last half of the 20th century. It is listed on the IUCN Red List of Threatened Species as Vulnerable. Gaur are threatened across their range by habitat loss and hunting for horns, meat and trophies, and disease spread from domestic cattle. In Cambodia, gaur remain mostly found in the Eastern Plains Landscape, in evergreen and semi-evergreen forests. No national Cambodian population estimate is available for gaur, but we believe the population is now very small and decreasing. Gaur need large areas to graze for food (one herd of gaur can range over 150 km2), but much of gaur natural habitats are being fragmented year by year. For example, the number of gaur in Keo Seima Wildlife Sanctuary has decreased from 498 individuals in 2010 to almost none in 2020. By identifying and understanding the threats gaur face, WCS is able to perform efficient and customized conservation action. The efforts of our law enforcement teams, biodiversity monitoring teams and community support teams culminate in a successful conservation action plan. This plan includes activities such as anti-hunting law enforcement patrols, educational program, and anti-snaring patrols, which are all carried out simultaneously. Gaur is classified as “rare” wildlife in Prakas No. 020 of the Ministry of Agriculture, Forestry and Fishery. According to Cambodia Protected Area Law, Article 56 and 61: 3rd grade natural resource offense, those who committed wildlife offences such as catching, trapping, hunting, causing injury, poisoning, killing, taking out, collecting eggs and offspring from their original habitats of any vulnerable, rare, or critically endangered wildlife species shall carry a penalty of 1 – 5 years imprisonment and/or a fine from 15,000,000 riels (about $4,000) to 150,000,000 riels (about $40,000).

Bamboo Producer Group is happy to see their business keep growing

Sales of bamboo ornaments and utensils crafted by the Bamboo Producer Group in Sre Preah Community Protected Area (CPA) increased almost four times from $212 in 2019 to $806 in 2020. The reasons for this increase in income were that the Bamboo Producer Group diversified the bamboo products being made and improved their quality as a result of training delivered under the USAID KSCP, as well as behavior change in consumers who stopped using plastic items and switched to bamboo. Sre Preah Bamboo Producer Group - a community-based enterprise - was established in September 2018 with support from USAID, REDD+ and CAMPAS (GEF 6) projects, with an aim to (i) improve livelihoods of the group members; (ii) demonstrate sustainable use of bamboo resources in Sre Preah CPA; and (iii) incentivize reforestation of degraded areas with bamboo in Sre Preah CPA. The main business activities of the group include propagating and transplanting bamboo on degraded land, and creating bamboo handicrafts for sale. The group is comprised of 27 members, including 15 women from three villages - Pu Char, Pu Kong and O Chra - in Sre Preah commune, Keo Seima District of Mondulkiri Province. Items crafted by the group include kettle, mug, cup, candle holder, tissue box, clothes hanger, mobile phone speaker, pen holder, kitchen storage container, flower pot, and more. The Sre Preah Bamboo Producer Group was established and is supported by the USAID Keo Seima Conservation Project (USAID KSCP), being implemented by Wildlife Conservation Society (WCS) Cambodia. The group manages 69 hectares of bamboo in Sre Preah CPA, containing four species of bamboo known locally as russey thngor, russey prey, russey khley, and russey roleak. Group members have received training on sustainable bamboo harvesting techniques, business plan development, inventory skills, benefit sharing, and financial management. The revenue from sales of bamboo products is used by group members for household expenses, and a portion is invested in forest conservation in the CPA. The group hope to continue selling processed bamboo, expand the area under bamboo cultivation by using bamboo to reforest degraded land throughout the CPA, and are assessing market demand and production feasibility for other bamboo products.

Located inside Keo Seima Wildlife Sanctuary, Sre Preah community protected area (CPA) was established in January 2019. Over 200 families from across three villages in Sre Preah commune—O Chra, Pu Char, and Pu Kong—are members of the CPA. People in these villages traditionally rely heavily on rice cultivation and chamkar, but these activities generate insufficient income to support a household throughout an entire year. The USAID Keo Seima Conservation Project (USAID KSCP), implemented by Wildlife Conservation Society (WCS) Cambodia, has worked with these communities to establish a bamboo harvesting and processing group, which currently has 27 members, including 15 women. The group manages 69 hectares of bamboo in the CPA, containing four species of bamboo known locally as russey thngor, russey prey, russey khley, and russey roleak. Group members have received training on sustainable bamboo harvesting techniques, business plan development, inventory skills, benefit sharing, and financial management. Thanks to support from the KSCP, the bamboo group has been able to process bamboo stems into good quality bamboo slats and has so far made two product sales, generating a total of US$ 630.25 for the local community. Moreover, the bamboo group is able to produce bamboo handicrafts through a training provided under the KSCP. The products, such as kettle and tea cups, mugs, tissue box, pen box and speaker stand, produced during the training have attracted a lot of attention from the potential buyers. The revenue from sales of bamboo products is used by group members for household expenses, and a portion is invested in forest conservation in the CPA. The group hope to continue selling processed bamboo, expand the area under bamboo cultivation, and are assessing market demand and production feasibility for other bamboo products.Download document in PDF, click HERE.

KSWS Working Group receives capacity building on zonation of protected areas

Phnom Penh – Members of working group for zonation of Keo Seima Wildlife Sanctuary (KSWS) received the first capacity building on “Process and Procedure of Zonation and Management Plan for KSWS” after the group was formed in August last year. Funded by US Agency for International Development (USAID) and Agence Française de Développement (AFD) and co-organized by the Ministry of Environment (MoE) and WCS, the two-day training, commencing on March 28, aimed to provide participants with knowledge on guidelines and basic technical skills, procedures, methods and tools of the zonation and the spatial planning concept for protected areas, and sharing experiences on the methodology of zonation of Kulen Promtep wildlife and sanctuaries. In his opening remarks, H.E Roth Virak, MoE’s Secretary of State, said that zoning the conservation areas was very important for all conservationists and it needed to be carried out thoroughly. “Sharing experience today is a foundation, a lesson contributing to the leadership of the MoE as a whole to consider extending to the other areas,” he said. H.E Nhorn Sith, Mondulkiri Provincial Deputy Governor, said in his speech that KSWS was at the moment under threat which was resulted from an illegal increase in new settlements of migrants, land clearance for agriculture and possession, deforestation, wildlife hunting, and fishing, etc. “These practices affect biodiversity, natural resources and the livelihoods of local communities and indigenous people who live on natural resources in the area, especially the REDD+ of the KSWS. Because most indigenous people live in and do traditional farming within the KSWS, in which consultation on zoning with them is needed to ensure land ownership and effective participation,” he said. Dr. Ken Sereyrotha, Country Program Director for WCS, proposed that the participants focused on the procedure and process of collecting inputs and uses them as a basis of preparing a draft on zonation of KSWS. WCS are using an innovative computer assisted multiple-criteria analysis process using spatial data to support zoning decisions to balance a number of objectives such as meeting national policy targets, achieving biodiversity conservation, supporting community livelihoods, protecting cultural heritage, and natural resource management. The process will include community input through consultation and participatory mapping exercises and results shared to receive feedback from local communities, related provincial/National departments, and other stakeholders”, he said. “This is a consultation to get inputs at the sub-national level. Inputs from a national consultation will be collected to complement the draft before submitting it to the Ministry for review,” Dr. Sereyrotha said. There were 43 participants attending the training. They included commune chiefs, district and provincial officials from Mundolkiri and Kratie, WCS staff and technical officials from the MoE.
